In 1990 almost all international phone calls from the United States were made through the large monopoly phone companies like MCI or AT&T. An international phone call from the USA to Europe would have cost a caller $0.50 per minute or more. Due to deregulation of the telecommunications industry, increased competition and the advent of new technology, the same call today could cost as little as $0.01 per minute. An amazing occurrence if one considers the Consumer Price Index (CPI) in the United States has nearly doubled during the same time period. International calling from the United States today is cheaper than ever and consumers have a wide array of calling products to choose from. In some ways this has made the hunt for the “right calling product” more challenging.

The newer INTERNET based technologies like Voice over INTERNET Protocol (VoIP) and PC to Phone have likely changed the communication landscape forever. International Callback phone service is a popular option for making cheap international calls from countries that have very expensive monopoly, often state controlled, phone companies.  These countries block outside competition in order to keep their international calling rates artificially high.  Rates on Phone Cards also tend to be high in these countries and they often actively block the use of the INTERNET for making low cost calls.  These countries want to force consumers to use their high cost phone company. 

In most cases, international callback can be used to avoid the high tariffs imposed on international phone calls in these countries.  International callback by-passes the high cost monopoly company by placing the international call through a low cost third country.  It works in the following:

1. The user triggers a call to from a phone located in a low cost third country.  The call is triggered by making a call to a special phone number (letting it ring one or two times with no answer) in the third country or by sending a message like an e-mail or a text message from a cell phone.


2. The phone (computer) in the third country recognizes the user and places a call to there phone in the high cost country.


3. The user answers the call and has a dial tone.  The user can than place an international call over the third countries low cost network  by dialing the phone number they desire.  

Callback calls are normally triggered using three different methods.  The most common method is to place a call to a phone number in the third country.  The caller will let the phone ring two or three times than hang up without an answer.   In this way they are not charged for an international call.  A computer at the other end will recognize them based on their phone number and place a call back to their phone number.  Thus the term callback phone service.  When the call is received, the caller will be in the low cost phone system and can place a call to any country in the world.  This method of triggering a call is referred to as traditional callback.  Another method, commonly called web call, uses a standard e-mail message to trigger a callback and place a call.  A third method, commonly called SMS call, uses a text message from a cell phone to trigger a callback and place a call. 

Several countries try to block callback in order to protect their high cost, monopoly phone companies.  Blocking traditional callback is relatively easy since it relies on caller ID in order to recognize the customer.  Blocking web call or SMS call is difficult or impossible so these methods can be used from almost any country. 

Callback phone service can be obtained through a variety of service providers.  The service is almost always provided on a prepaid basis.

Most people understand that they use phone cards by dialing an access number which by-passes their high cost carrier in order to make low cost domestic or international long distance calls. Phone card users also know that they will usually pay a higher rate than the per-minute rate advertised because of so called hidden fees and taxes. What a lot of people don’t realize is that these hidden fees vary significantly between phone card suppliers, can take on different forms and, in some cases, they can be hard to spot when making a purchase and be just plain “tricky”. We don’t like these marketing practices and feel that hidden fees should be fully disclosed by phone card marketer’s in an understandable manner so a consumer will truely understand what it will cost to make a call. Therefore, we try to uncover and explain these “tricks” when we find them so consumers can spot them when making a purchase. A case in point is a “connection fee”.

As the name implies, a connection fee is a fee charged when a call is connected. Most phone card companies do not charge a connection fee these days but we found one major marketer (PennyTalk) that still charges a connection fee. When using these cards a caller will be charged a per-minute rate plus a connection fee for each call. PennyTalk advertises that international calls cost as little as 2 cents per minute but they also charge a $0.49 connection fee for each call and a 99 cent monthly service charge for each account. The connection fee may not sound very high but consider the following. If a 25 minute call is made from the USA to Germany the cost will be 50 cents (2 cents per minute) plus a 49 cent connection fee so the total cost will be 99 cents or almost 4 cents per minute. This is not cheap for a call from the USA to Germany these days. The same call made with a high quality phone card will cost between 1.5 and 2.5 cents per-minute and Tel3Advantage (prepaid long distance) only charges 1.5 to 3 cents per minute. So, in this case, the advertised 2 cent per-minute rate is one-half the actual charge and is deceptive. To be fair, PennyTalk includes a toll free access number at no additional charge but the other providers have a wide network of local access numbers that are also free.

Another problem with a connection fee is that it is charged for each call connected. It is fairly common for international calls to be disconnected during a long conversation and the connection fee will be charged everytime the number is redialed and connected. It will also be charged if the wrong number is dialed and connected or if the party being called is not available and the phone is answered. In other words, a seemingly small connection fee can add significant cost to the calls actually completed with a prepaid calling product. There are many ways to increase kilometers per litre while driving your vehicle. petrol prices increase or fluctuate on a daily basis and in some parts of the world many people are spending more than twice the amount for petrol. You may have considered buying a hybrid but they still are rather expensive compared to other vehicles. When you keep up on the maintenance of your vehicle you should maintain optimal kilometers per litre and scheduling regular maintenance and keeping your vehicle tuned up should keep your engine running optimally. Most new vehicles only require tune ups every one hundred fifty thousand kilometers.

You may not even know when your last tune up was performed if you bought a used car or there are no service records. When you buy used cars from a reputable used car lot you will find that in most cases a tune up has already been performed to that vehicle. Used car dealers do not always do this when servicing a vehicle. When in doubt and you are having some engine difficulties or rough idle or performance has decreased then schedule that appointment.

You best kilometers per litre will be maintained on your car or truck when your engine is regularly serviced and maintained and this often requires an up to date tune up and regularly scheduled maintenance service.
