U.S State Governors Experimenting with Health Care Alternatives

Driven by the inability of the U.S. federal government to make meaningful changes to health care and health insurance in the U.S., state governors have started taking the first tentative steps towards health system improvements.

Or at least what they hope will be system improvements. As governors meet for their annual summer meeting the health care problems actually seem less insurmountable than just two years ago. In that time new ideas have been floated and new legislation passed to implement changes that may eventually make a significant difference.

The Massachusetts plan has perhaps been the most aggressive, implementing what looks like a universal health insurance plan. In that state everyone must get health coverage and the state will help them if they cannot afford it.

Other experiments have been tried in West Virginia, Idaho, Florida, Maine, and California.

Most programs have involved restructuring, involving new arrangements with health insurance companies, or incentives for employers to offer broader coverage for employees. Most also involve a public relations component with attempts to cut down usage of emergency rooms, and a greater emphasis on healthier living.

Everyone agrees these are fairly tentative first steps, and there is no consensus yet whether they will actually work. But at least new ideas are being floated, and new initiatives being taken.
